What is MLTSS?

  1. Managed Long Term Services and Supports is a program specially designed to support long-term services and supports through capitated Medicaid managed care services. MLTSS is designed to be a strategic program for expanding home and community-based services by ensuring quality, increasing efficiency, and promoting community inclusion. 
  2. MLTSS offers a broad and flexible set of program design options. It can be used as a structure to promote initiatives, such as participant-directed services, Money Follows the Person (MFP), and Balancing Incentive Program. 
  3. MLTSS is one of the primary focuses in Medicaid

What is Medicaid Expansion?


Some states are expanding their Medicaid programs. Coverage depends on the state, a person’s income, household size, and other factors.

Since January 2014, Medicaid eligibility limits have increased so that adults earning up to 138 percent of the federal poverty level will be eligible.

How Does This Affect Skilled Nursing Facilities?


The pool just got bigger. More low-income adults are now eligible for Medicaid who previously were uninsured. Nationally, 17 million currently uninsured non-elderly adults may meet the income and citizenship criteria to be eligible for Medicaid under the expansion. These patients will now also be using Medicaid although if their income is above 138% of the poverty level and  up to 400% they will be eligible for subsidized health insurance (Health Benefit Exchange) through tax credits, and these patients will be managed care.

What does this mean to their facilities?

More eligible patients = higher census.
